Through an RFP process, ADI was ranked #1 for technical expertise in energy procurement and performance contracting, RFP development, and ongoing commissioning. ADI worked with the City to develop a master energy procurement plan that is the basis of their procurement policy for oil, gas, propane, and electricity.

ADI continues to provide services through a commissioning process for the performance contract. Under the contract, ADI developed the RFP and score matrix, and guided the City through the RFP and the operations aspects. ADI negotiated the contract with the ESCO to insure that the contract matched the promises in the ESCO’s proposal regarding the scope of services and M&V and commissioning plan.
