ADI reviewed and approved a $16 million project from the energy audit phase through the operations phase. The Massachusetts Division of Capital Asset Management (DCAM) requested that ADI commission all energy conservation measures and evaluate any pricing project changes that accrued over the term of the contract. Commissioning plans included pre-functional and functional tests.   

ADI also completed a detailed savings and costing analysis of all ECMs. These tests determined that the EMS needed to be further commissioned by the ESCO in order to provide the savings as stipulated.
